Description

The Health, Safety, and Environment (HSE) Manager is responsible for developing, implementing, and overseeing policies and programs that ensure a safe, healthy, and environmentally responsible workplace. This role involves risk assessment, compliance monitoring, employee training, and fostering a culture of safety across all departments. The HSE Manager ensures that all health and safety regulations, environmental standards, and best practices are followed to minimize risks and enhance workplace well-being.

Responsibilities/ Requirements

Key Responsibilities

Health & Safety Management

  • Develop, implement, and monitor health and safety policies, procedures, and protocols in compliance with local and international regulations.
  • Conduct risk assessments and hazard analyses to identify potential workplace dangers and recommend corrective actions.
  • Investigate workplace accidents, incidents, and near misses, ensuring proper reporting, root cause analysis, and corrective actions.
  • Ensure compliance with occupational health and safety laws and regulations.
  • Maintain and update the institution’s emergency response and disaster preparedness plans.
  • Oversee workplace safety inspections and audits, identifying gaps and implementing improvements.

Environmental Management

  • Develop and enforce environmental policies, including waste management, hazardous materials handling, and sustainability initiatives.
  • Monitor compliance with environmental regulations and ensure proper disposal of medical and non-medical waste.
  • Collaborate with external agencies and regulatory bodies to ensure the institution meets environmental compliance standards.
  • Implement initiatives to reduce the hospital’s environmental impact, including energy conservation and pollution control measures.

Training & Awareness

  • Design and deliver health, safety, and environmental training programs for employees at all levels.
  • Ensure all staff members are aware of emergency response procedures, fire safety protocols, and workplace hazards.
  • Promote a culture of safety by leading awareness campaigns, toolbox talks, and safety briefings.

Regulatory Compliance & Reporting

  • Keep up to date with changes in health, safety, and environmental laws and regulations.
  • Prepare and submit required reports to regulatory authorities and hospital leadership.
  • Conduct internal compliance audits and implement necessary corrective actions.
  • Serve as the primary liaison with government agencies and regulatory bodies regarding HSE matters.

Crisis & Emergency Response

  • Develop, test, and maintain emergency response procedures for incidents such as fires, chemical spills, and natural disasters.
  • Lead investigations into major safety incidents, ensuring that lessons learned are used to prevent future occurrences.
  • Act as an emergency coordinator during crisis situations and work closely with relevant teams to ensure effective response measures.

Collaboration & Stakeholder Engagement

  • Work closely with hospital leadership, department heads, and employees to promote health, safety, and environmental best practices.
  • Collaborate with external health and safety organizations to enhance institutional policies and programs.
  • Participate in hospital-wide initiatives and committees focused on workplace safety and environmental sustainability.

Qualifications

Education:

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Public Health, or a related field.
  • Certification in Health and Safety (e.g., NEBOSH, OSHA, IOSH) is highly desirable.

Experience:

  • Minimum of 5 years of experience in health, safety, and environmental management, preferably in a healthcare or hospital setting.
  • Experience conducting risk assessments, incident investigations, and regulatory compliance audits.

Skills & Competencies:

  • Strong knowledge of occupational health and safety laws, environmental regulations, and best practices.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Effective communication and training abilities, with experience delivering safety programs.
  • Ability to work collaboratively across departments and lead initiatives that drive a strong safety culture.
  • Proficiency in using HSE management software and Microsoft Office Suite.

Physical & Mental Requirements

  • Ability to walk, stand, and inspect various hospital departments and outdoor areas.
  • Capability to respond quickly to emergency situations.
  • Strong attention to detail and ability to handle multiple tasks simultaneously.
